If you're using Dreamweaver there are a few video tutorials here at http://ww1.michelespaintshop.com/?sub1=3f92c3e4-3e19-11eb-9455-23aadcabe7d2 which show Newbies and regular users how to make Web Buttons in Paint Shop Pro, and then use them in Dreamweaver. Another tutorial on using CSS Design and SPRY Menus, and then one where you design the website layout in Paint Shop Pro, Slice it, and then Optimize and use it in Dreamweaver. Pretty good Tutorials. Hope this helps.

There are all kinds of simple to implement menus at https://www.cssmenus.co.uk/dropdown.html These are all free, though you'll have to tinker a tiny bit (Should be very easy) with the code.
