Computer will not log on passed welcome menu

Hello,

I have a Hp Compaq Desktop I bought in 2007. I tried to log on my computer this morning and it will not go passed that welcome menu the screen just go a soild blue. I try to restore tht system and tried to reboot
it will not allow me to. I try to log on in safe mode it will not let me, it just goes to the blue screen. And recovery disc did not come with this computer I was surpose to make one but I didn't . I want to know is there anything that I could do to repair my system myself or would I have to put this computer in the shop. I don't understand what happen this computer was working fine the night before I had no problems. But I did try to download
Internet Explorer 8. Can someone tell me what i need to do.

Well if you can get to the boot menu then you could reinstall your os with a cd, if you find a friend with the same edition as you you can just use theres as the license key is on your computer, thats all someone will do in the computer shop id say
