Win 7 Hp Laptopsettings has changed now can't access anything

My daughter's laptop settings has changed and now you can't access anything Everything is blocked . Even the keyboard is not functional ,also tried using onscreen keyboard and still no activity. When you try to accessffor example Facebook a small box appears with links, for instance open new tab, open new link, open new window. Everything has a link and you're still not getting through. It's like everything is blocked. What can I do to get it to the regular mode? Please help!

Sorry but the laptop is a Sony VAIO. I still don't understand why u said it is not compatible with windows 7 or 8. It did come with windows 7. Another thing, have tried to reboot
many times and it's still not helping. I don't know much about computers so I'll be slow in understanding what is said.
