Hi,
Intel Pentium E2160 isn't designed for gaming (1MB CACHE, 1,80 GHz). It's normal that it runs slowly.
Graphic card is quite old (2008) but seems to be sufficient for GTA IV.
Try by setting some settings to low. That's all you can do apart of upgrading CPU or motherboard to put a better CPU (if you change the CPU, better will be to change the graphic card too.)

graphics card is new i have install..xp.then it had to be working proper..??

Windows XP shouldn't be installed anymore for security reasons (Microsoft does not provide any security update neither support anymore).
The problem seems to be from the hardware not from the software. Your computer isn't designed for gaming.
