Dell optiplex 755 vista will not boot

My. Dell optiplex 755 will not boot up from start because I have no boot up software on the computer. Windows vista operating software. Where can I get the boot up software to get to my hard drive
Do I need the original disks or is there free boot up software I can download?

There are no free copies of Windows that are safe to download. You might find one but it could be have a nasty virus or malware. You can download a free copy of Linux - Ubuntu is quite good. On another computer, that has a CD-RW drive, download the file and burn the ISO to a new CD.

Then change the boot order in the BIOS to boot from the CD/DVD drive. Then select the option to install Linux.
