yes The link that xpcman shared is correct, if you have the means to make a disk. You may have to a freinds house to prepare all the materials. If you do not have the knowledge to make a disk, then start with learing to burn an ISO. then got to the link xpcman shared in the above reply. That link will explain all of the directions.

hi, i can't burn a disk. I only have a usb....would that work? It's a netbook actually so a disk would not really help :(

Command prompt
Type regedit click enter
Go to:
HKEY_CURRENT_USER
\Software
\Microsoft
\Windows NT
\CurrentVersion
\Winlogon
click left on winlogon , right pane , delete the shell value
return to the black window and type
shutdown -r
the pc should start normally

Hi,thanks but can I do it as a GUEST? cause I can't access my comp as an ADMIN. All I can see is the police virus asking for a 100 euros fine.Please help :(

That is the virus known in the US as the FBI virus. Look up FBI virus on a friends computer. They have changed the virus, so it is harder to delete, but if you can get into the machine before it boots windows, you should be able to select a date earlier than the virus appeared to reset your windows, and that scrubbed it for me.

If my solution has not worked, Louis' solution above is the best and the only one short of reformating.
This FBI, Gendarmerie, police virus is one where desinfection methods have yet to be found. All virus/security experts are just shaking their heads in dispair.

Hi louis, yes they changed it and I looked for police windows and fbi but then I can't find them. As what I have written above I can't accessed it as an ADMIN. I have followed ambucias direction but still I can see the POLICE VIRUS laughing right on my face :(
