Increase download speed

Hello,
I am using a cable to connect my mobile (Nokia N72) and my computer to avail internet services . The service provider for my internet service is RELIANCE. Though my internet connection soeed shows 115.5Kpbs ,while downloading the speed is very slow and it usually shows between 1 to 3Kpbs.Please advice as to how to increase the download speed.

Configuration: Windows XP
Safari 525.27.1

Hi dr,
mostly downloding speed is not increased in fact but try to download freedownlod manager and install it, sometimes it increases.
