Hi There I have had this problem before with a Dutch laptop and unfortunately there is nothing that can be done just by changing things in Windows Believe me i've tried everything.
I have been told by a friend who is a high up software engineer the operating system which is installed is specific to that country.
The only way I got over it after a long and lengthy search for my friend was to borrow a Windows English CD and install it using the COA which was on the Dutch laptop.
It validated OK and all was in English.
I know this is probably not what you wanted to hear but I'm very sure this is the only way to get around your problem.
