How do I upload music from my computer?

Hello,
my name is Shadow and I am really wondering how to upload music so that I can put it onto a page on Neopets or something of the sort....I want it to be legally uploaded and for free....They are songs by other artists, such as Rhiana and Nickelback and such...I dont want to be accidentally breaking the law without my knowledge ya know? Please help me and thank you =D

Apparently if you get permission from the copyright holder it's legal. I'm not sure how you do that but I'm asking how to so if you want to know how email me and I'll tell you if i found something.
