Ip Address problem xbox live

Hello,
I have a problem with my Ip address when i enter it. I know my Ip address, my subnet mask and my gateway and wep! i don't know where to enter my wep and when i go on internet settings then Ip address it said not run what does this mean and how do i make it run? last question would using my computer on that ip address change my ability on xbox live? Thanks!
