My ibook g4 is struggling to turn on

Hello,
My ibook g4 is struggling to turn on. It makes the noises and the screen turns on but not my desktop. It's as though it is frozen at the screen with the apple in the middle. I got a new hard drive last year and my computer is from 2004. Please tell me that there is an easy and inexpensive solution!!!

Configuration: Windows XP
Internet Explorer 6.0
