Problems related to shell32.dll in winxp sp3

Hello,
whenever i am loading certain applications in windows xp sp3, i am getting a message "illegal system dll relocation"
"The system dll user32.dll was relocated in memory. The application will not run properly. The relocation occured because the dll c:\windows\system32\shell32.dll occupied an address range reserved for windows system Dll's"
kindly suggest ways to overcome this problem

Configuration: Windows XP sp3, Pentium 4 processor, 512MB RAM
Internet Explorer 7.0
