Hi,
try these steps:

1. Open Internet Explorer.
>Tools
>Internet Options
>Content.
>In the Content Advisor box, click Enable.

2. Click the Approved Sites tab. Enter the address of the website.
if you want to block a complete website, add * in front of the address.
Click "Never" and then "OK".

3. Click on the General tab and select "Users can see websites that have no ratings"

4. Enter a password.

5. Click OK.

you can use these free web filtering software: Aobo Website Blocker K9 Web Protection, Naomi, NetDog Internet Filter and SafeSquid.

You can use internet filtering software. http://www.cyclope-series.com provides an internet content filtering software that allows you to configure more filters (to block websites, downloads, music, etc) and it also provides statistics related to websites visited and bandwidth usage

I forgot to mention that this is more a business oriented software, than for home use. for parental control you can try Application Blocker, from http://www.applicationblocker.com that will allow you restrict access to websites, chat, games, etc.

You can use many software to log and block sites from your computer. you can customize to allow which sites you can view and which website you don't want to view. check out this website and you will see in the top corner or bottom right hand corner of the page. I am using it for my kids those and they are great.
