My pc does not boot when it powered on

Hello my people,pls. my computer system does not boot when powered on, it only shows one green light without the blinking of the other green light,but if i remove the power from HDD or CDROM Drive the other light i.e the booting light will come up without blinking or booting and the green light on the motherboard is on, and i have removed the memory card and put it in another slot,it does not even give any beep sound.
Pls. someone should help me out.

It could be a power supply problem or a motherboard problem. Having the power light on does not not indicate that the power supply is OK. It must supply many different voltages to the motherboard. I think you need professional help from a good computer repair shop.
