Hal.dll is missing

Hello,
unable to boot 2003 server. it is showing Hal.dll is missing. i tried it with repair but no solution. i copied it from seve cd i386 folder to c:\windows\system32 but no solution.
any help would be appreciating bcoz i hate format.

Configuration: Windows XP
Internet Explorer 6.0

This trouble i also had some times, very curious on a solution, i installed windows again to get rid of trouble, had a image that had this trouble when installing on a identical mashine if i remember correctly

Same problem. Accessed the PC using an Ubuntu CD, and found that boot.ini was missing from the C drive. Copied boot.ini.backup to the C drive, and deleted ".backup". Exited, and the PC booted perfectly.

Still do not know where the original boot.ini had gone
