Cannot find "command"

Hello,
The problem is as follows:

At start up after the XP login screen, background on the desktop will load and then nothing else. Except an error that says command in the title and the body says:

"windows cannot find 'command'. Make sure you typed the name correctly and try again, to search for a file click the start button, and then click search.
