Keyboard locked at MS-DOS Startup

Hello,
An older, computer illiterate friend did something to his computer and now it will not start up. I have not had a chance to go to his house but he is frantic that he cannot access the system's hard disk drive.

He is operating Windows 3.1. Until recently, the only way he shut off the computer was to pull the plug.

Now, when starting up, he almost immediately gets a message on the black screen that says, "Keyboard locked. Enter code (or perhaps 'key') to unlock".

Changing keyboards with one that is known to work did not fix the problem.

Suggestions would be gratefully received. Thank you.
