Laptop will not stop booting up

Hello,
my dell laptop comes on, only shows the black screen with the blue dell words. Goes into some sort of set-up but keept displaying the same thing. lots of # Gives some sort of client mac address with lots of # just over and over. How do I try to set up in a safe mode or in another mode. Or do I just throw my laptop in the lake out back? Please help if you can.

I think the OS is corrupted try to reinstall the OS.

hello why dont you try to enter bios and disable the boot by network
