Actually, if there's nothing wrong with your keyboard, go into the following directory; C:\Documents and Settings\*user*\Application Data\Adobe\Adobe Photoshop CS3\Adobe Photoshop CS3 Settings, delete the following file; "Adobe Photoshop CS3 Prefs.psp", now when you re-launch you should have full control.
