Make sure you've installed your language pack PRIOR to trying to install Office 2007.

That's the only solution I know to this, we have someone who uses the Korean Language pack and the setup wouldn't start unless the language pack was installed first.

This should fix the error message:
1. Launch "Regional and Language Options" from the Windows Control Panel.
2. Click on the second tab.
3. Check both of the checkboxes under "Supplemental Language Support" and
click OK. You will probably need your Windows installation CD.

These instructions apply for Windows XP. The steps are similar for other
versions of Windows.
