How to change the backgroun colour

Hello,
i cant see well on a white background and therefore would like to change the settings in my computer that the backround on the screen in any program opened up will be dark blue.
(including the web)
if you know how to do it please tell me.

Right click anywhere on your desktop. Click on Properties and Presto! Change the settings 2 your liking.

I understand this problem very well - I often change the background colour myself and for my clients to help improve reading speed. Vista has made it more difficult to do this but it can be done.

Open 'Control Panel'
Go to 'Appearance and Personalization'
Select 'customize colors'
Click on 'open classic appearance properties for more color options'
Click on 'Advanced'
Change item to 'window'
Change colour to you desired choice and click OK!
