Hai go to www.Wincustomise.Com and download the boot skin.. It is freeware and u can change the welcome screen.. Or install some themes it will change the welcome screen.. ( install vista transmission pack 9 )

All of a sudden my welcome page is in spanish! Leaves me totally in the dark and my computer skills are limited.
