Excell VALUE error

Would you be so kind as to evaluate the formula and see what I did wrong. It returns a VALUE error. I tried the evaluator, but im not clear where the problem lies.

=IF(B10+C10<=16.7,(16.7*0.6)*328,IF(B10<=10.02,(10.02*328),IF((AND(B10>=10.03,C10<=6.68)),(E10-16.7)*325+F19))),IF((AND(B10>=10.03,C10>=6.69)),B10*328)

Most probably one of the cells in the formula is blank or has a text
