My monitor disply no icons only background

Hello,
When i try to turn on my PC no any icons display only desktop background i've click CTRL+ALT+Delete en then New task then i type explorer then i click ok but no responce up to this moment nothing have change so pls whats the problem

Can you get into "safe mode"?
