Windows XP Account?

Hello,
I was wondering if it is possible to create an account on Windows XP Pro so that the master account can access certain files, like certain games, and the other limited accounts cannot.
For example, can I install The Sims so that only the admin can access it and not the other users?
If so, how can I do this? Do I just install certain files with my admin account and would that mean that those files/programs would not be accessed by other accounts?

I'd appreciate the help!
