You should try to restore the last good config

boot - hit F8 when Windows screen first shows (you might need to hit it more than once or even before you see any windows screen) then select "last known good configuration" VISTA just might get around the error.

What?! last known good configuration? it would seem that the option that xpcman provided is not accurate and would seem to be not a direct resolution that would address the issue,

KT, it seems this dll files is set to load at startup and wuold actuallu seem a virus of some sort, nevertheless, this file is not necessary and should be removed from the system and is alrady removed, all you need to do is disable this file to load at startup follow these steps:

Start>>>Run>>type msconfig>>go to the startup tab and look for the entry that is loading the dll file on startup>>uncheck the entry click apply then click close, restart the pc and the error message should not pop-up anymore.
