Cannot turn on laptop screen saver in vista

Hello,
When I try to change screen saver setiings to turn my screen saver on, I am told that the system administratorwill not allow the display settings to open. How can I turn my screen saver on?

Configuration: Windows Vista
Internet Explorer 7.0

Logon to VISTA as an administrator (it you never set a password enter nothing and just hit enter) then make your changes. You can use the "Switch User" option off the Windows Start menu just select the right arrow next to the padlock icon.
