My IE7 would not download,

I unistalled Norton Internet Security, Didn't Help
Had all the Vista updates installed, didn't help
Thought Office 2007 /w update caused it, it did not

Disabled ALL service at startup via msconfig, did not help

Solution
I had previously moved my temp internet files to a temp directory loction outside my user name tree, moved it
back under my name and it worked like a chanp.

However I setup my wifews pc the same way ie directory outside her name tree, AND her's still works, go figure.

After much head scratching and cussing, I learned that you must pay special attention to where you are attempting to save files in Vista. For example, I had created a new folder called C:\program files\gadgets\ where I was trying to save downloaded files to. But apparently unless you specify to run IE7 as Administrator, the files actually magically get saved to a different folder in c:\users\[username]\appdata\local\virtualstore\program files\gadgets\. And not so much as a peep from Vista to notify you that your file download has been redirected.
