Cannot connect on skype

Hey there,
Trying to get on skype but getting a message that my firewall is blocking it. I have turned off my firewall but still same problem. Actually can get on msn but not skype then what is the problem any clues?

Configuration: Windows Vista
Firefox 3.0.1

Do you use any other software like Nortons or AVG that may include additional firewalls? If yes do turn them off. Try to relaunch windows FW via the control panel, if it asks you to to overwrite other firewalls select yes. Go back to the control panel and double click on the FW - make sure the "dont allow exceptions" is Unticked. click on the exceptions tab and make sure skype is ticked"

My dowloadig stops at 4%! so i cant dowload skype! !
