Before you do any of this, get a USB Hard drive for your files.
Now you need to boot up into safe mode. Shut down completely, than hit your power button, start tapping the F8 key before the Windows Splash screen appears, a menu will appear and you select "Safe mode". Your PC should start up in a bare state. Plug in the USB Hard drive and copy over all your files. Now you have a copy of them, so the simplest and by far the quickest solution for your problem isn't to remove the files that are causing this, because you can have residual issues down the road. I would recommend simply reformatting and reinstalling Windows, update it to SP3, install a good anti virus software, and also install some spyware removal software like Adaware of something.
