Plzzz helppp, explorer.exe unable to locate

Hello,
When i try to start up my windows after the blue screen "welcom to win xp" this msg pop up saying
" Explorer.exe - Unable to locate component
This application Failed to start because Normaliz.dll was not found. Re-installing this may fix the problem. "

then when i click ok ,normally coz of the lost explorer.exe i get my wallpaper screen only ,no desktop items no icons no startup toolbar nothinggg...even right click doeasnt work.

when i click on Alt-crl-del to find the task manager it does come , i tried to type regedit n so on but whenever i do this a mesage like the previous one comes saying almost the same but it says
"taskmgr.exe Unable to locate component
This application Failed to start because Normaliz.dll was not found. Re-installing this may fix the problem. "
though continuing the typo "regedit" it comes normally
so i find the problem in that Normaliz.dll

What shall i dooo now plz i can't start my windows wishing not to re install windows..coz i cant do this , i downloading that file what can u tell me in steps what should i do plz & thanks so much

The only thing that is killing you guys is downloading while you don't know that downloading can be dangerous, stop downloading cause you will have the same problem over and over, it is better to reinstall the whole operating system or find the anti-virus that is updated, carefully search for anti-virus that is free from viruses because if you can find a anti-virus that is infected your going to face the same problem

No Desktop or Explorer.exe after login.

HKEY_LOCAL_MACHINE\Software\Microsoft\Windows NT\CurrentVersion\Image Execution Options\

in this list there will be a entry explorer.exe right click on it and export it. then on the right hand side delete the "debugger" key.

Thank you - your tip was excellent and ends 24 hours of work resurrecting my laptop. For your interest I contracted a trojan(first in 5 years!) used Malware-bites to remove it after mounting the C Drive on another machine, thereby bypassing live system files. On rebooting I got the problem specified where the sytem refused to boot the explorer interface, although present it would not "find it" even after I navigated to it. YOur solution worked! Well done...

Can you post the mechanics of this fix.?
I've gone through a week of trying to figure out what was going on in my system. I got zilch from Microsoft and a host of other places. Your solution took me 3 minutes tops and I was up and running.
