The below is an accumulation of two fixes that work and some clarifications that may be useful for some. hope it woiks.
1. do search for msacm32.drv in Windows folder
2. ensure that the above file (msacm32.drv) is at least in your Windows\Sysytem32 folder. If it is go to step #9
3. If it isn't, but there is a copy somewhere else...copy it to the Windows\system32 folder.
4. if it's not in \windows at all, do a search of My Computer. If you find it, copy it to your Windows\system32 folder.
5. if you can't find it anywhere, go to another computer with Windows XP installed on it...and search>copy to floppy or usb or cd or dvd>then copy it to your computer.
6. if you don't know anyone that has a computer with XP on it, you can get it from your installation cd. Google how you do that.
7. test out for sound on internet...utube is a good place to test with.
8. If msacm32.drv was in your Windows\32 folder (or you put it there) and still no joy...read on
9. right click and >copy< the text below. NOTE: COPY FROM the word Windows below all the way to "aux3"="wdmaud.drv". Include from the word Windows to "aux3"="wdmaud.drv" in your copy. In other words, copy everything (change nothing) starting after the big space below this sentence and all the way to "aux3"="wdmaud.drv".

If you've copied this too, you've gone too far
10. Open a new notepad document (or use any regular word processor).
11. right click and choose paste. You should now see what you copied from above.
12. Go to File, choose save as. Save as "missing.reg" to your desktop (or anywhere you like, it's easiest to find on the desktop is all).
13. NOTE********VERY, VERY IMPORTANT.
YOU MUST INCLUDE THE QUOTATION MARKS RIGHT IN THE NAME OR IT WON'T BE IDENTIFIED AS A REG FILE. IT MAY LOOK AS THOUGH I'VE JUST USED THE QUOTES FOR EFFECT, BUT YOU MUST TYPE THEM WHEN YOU TYPE THE NAME INTO THE FILENAME BOX.
14. Navigate to your desktop and double click on the new missing.reg file. A dialogue box should come up askinf if you are sure...Yada Yada.
15. choose Yes or OK or whatever.
16. If you get confirmation that the values were added to the registry....go test out on Utube again.

the file msacm32.drv must be in your windows\system32 directory....either expand it from your windows CD (in the I386 directory) or find it somewhere on the net. I even had an issue with the volume icon on the taskbar and it fixed that too.

Thanks for the post, it fixed my problem...except now i have a different problem...every time i change pages in IE the windows startup sound comes on...it also does it when i open up folders in my c: drive, the startup sound comes on???...any suggestions, i haven't seen anyone else report this problem...

The problem I was having is all widows sounds stopped and sound from internet explorer. Windows media player works and a radio gadget works but normal windows sounds don't.

It WORKED!
It took two days. That's right. I tried. I rebooted. I gave up. Then two days later, after two additional tries to import, it worked!
I'd just gone througha MAJOR clean up of malware and I lost my sound. I checked every setting at least three times. When I rolled back my driver, I got sound through my CD, DVD, etc. -- all INTERNAL sources. I googled the problem, found Allie's post, tried it three times and, after two days, it worked. NOw I have sound from the Internet.
I know it was this advice b/c I'd gone into my Registry to the address that Allie provides in brackerts, and found my "Drivers32" key empty. Now it has a sub-key filled with the info Allie provided.

I'd just undergone a rather involved clean up of malware. My sound disappeared, along with the sound icon on my tool bar.
I rolled back my sound driver and my sound returned, except for that from the Internet (can't live w/o YouTube).
I googled, found Allie's advice and tried it: NOTHING! ARGH!!

I gave up.
Two days later I turned on the beast, hit a video link just to torture my self with silence and BINGO: SOUND!

I have a Dell Latitude D600 laptop running Windows XP & Internet Explorer 8. It plays sounds OK on CDs & MP3 files but recently has stopped playing System Sounds or internet streamed sounds (does play videos). In Sounds Device Manager the Play button is greyed out. I have got a Mac created streamed file to play sound having installed Quick Time Player. Any suggestions on regaining all streamed & System sounds?

My problem solved.....
I ran regedit and went to the address listed in Allies post:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Drivers32
The Drivers32 key was empty, so I deleted it and imported the missing.reg file again and this time it worked.
So if Allie's solution doesn't work at first, just delete the Drivers32 key and import Allies solution again and it should work.
It should also work with Vista.
