Dvd-rw drive can't read disc

Hello,

I am having problem as my Dell laptop dvd-rw drive will now not read any disc. I have checked the device manager and it does say I have a problem. It states that it is a code 19 and that either the program has been damaged or does not exist anymore. I am trying to change over Internet suppliers so at the moment I can't install my new disc to set up the new supplier. This means I have no internet connection so can anyone advise me of a way to correct this problem without the internet, I would be very grateful.
