Cant load task manager and regedit

Hello, just need help on my pc, im running on xp pro sp2, got infected with antivirus 2008 and had my desktop changed to blue background bearing a warning of "virus detected", i searched for remedies like using "Run" to use task manager and registry edit but my pc says "task manager has been disabled by administrator". same thing is said when i use "regedit" and now i tried to reboot it on safe mode but it just keeps on restarting and can no longer load the "XP loading page". pls help me...tnx a lot in advance.
