My PC cannot open SD cards

Hello,
I have two WinXP PCs.
I use a USB card reader to read and write SD cards.
I do not have any problem with the first PC to read and write SD card with this card reader.

Though using same SD cards and USB card reader, the second PC
do not able to open the SD card.
The message from the OS is that "Media not formatted. Will you format the media?".

I suspect this may relate some setting of the system(OS) of my PC.

If you have any idea to fix this symptom, it will be appreciated.

from the first pc make a safe remove of the disk

then plug in the other pc
