Problem in cs 1.6 in getting the server list

Hello,
I am using my mobile to connect to the internet. My ISP is loop. But when i start my counter strike 1.6 a message "COULD NOT CONNECT TO THE MASTER SERVER TO GET THE SERVER LIST IN THE INTERNET OPTION" is displayed.my internet speed is 115.2 kbps and my ip address is 10.3.147.185.Please help me out in playing this game online.....
