Security certificate problem

Hello,
I am trying to go on websites, and when I try to get to some of them, I get a message that says "To help your security, Internet Explorer has blocked this website from displaying content with security certificate errors. I click on the options and click on download block material.... but nothing happens??????? Any suggestions???

Configuration: Windows Vista Internet Explorer 7.0

open your browser and point to tools>

internet options>

security tab>

now select your security level
