Mac os x: proxies - change

Hello, I wonder if anyone can help me. When I go into Safari System Preferences - Advanced to check 'Proxies: Change Settings' it says 'Your network settings have been changed by another application' and won't let me close the box unless through force quit. What does this mean? How do I check/fix this problem?
