Windows xp wont power down

Hello, Not only can I not get into "safe mode" my computer(e-machine)will not power down(turn off). It was working fine no alerts for Trojan,nothing screen just went black and the towers little bule light keeps flickering.Cant use CD-Rom cause cant open them to install disk..what happened and is it repairable? and if so wheres the majic button? Thanking you in advance RJ.

Configuration: Windows XP Home,e-machine,IEXPLORER 8.

Your problem is some kind of magic problem, just reformat it, hope that your HDD didn't crash !

Sounds easy but the problem is re-format what? cant get safe mode,and cd roms wont open,like I said its stuck running and wont turn off.
