Cant power up, on-board USB powers though...`

Hello,

I am having a big problem. I am unable to get my pc to power up. The CPU fan tries to turn then fails... (on two different mobo's using two different fans)...strangely the on board usb do light up external HDD. This is without pressing the power button at the front. Please help, as unsure what has caused this.
