Windows is not working

Hello,
i have some problem like start up and shutdown with my hp pavillion laptop and a message shows that windows exporer is not responding and one blue screen appears and the it restarts the pc, one of friend suggest me that change vista to xp. so what should i do ?

Configuration: Windows vista home premium
