Windows cannot start needs a file restored.

Hello,
My 8200 Dell Dimension (Intel Pentium) will not start windows and I get this message:
"Restore file, windows could not start. <windows root>/system32/ntoskral.exe.
Please re-install a copy of above file."

I have tried running the installation Windows disc but can never get a boot order or anything that will point me toward the reinstalling Windows. Can you offer suggestions?
