Wont turn on nx6310

Hello,
i have a hp nx6310 and the battery lost charge because of a bad connection the connection was repaired but the battery wont charge i have 18.5 and 13.5 on the two pos. but it wont start and the battery wont charge ?

Configuration: Windows xp pro
Firefox 3.5.4

Hi there,

test the charger as well as the

battery from a multimeter

if defective change one from them or both
