I can't receive the Outlook emails

Hello,I'm new on this,I'm a computer technician but since nobody untill now call me for there network problems
I'm not too expert on the matter.I have to solve this problem.A small business office has 4 computers on a server and only one of them is not receiving the outlook mail,Is this a command that is blocking the reception of the mail?
