How to design four port operating system

Hello,
I am Iddrisu Ibrahim, a Masters of Telecommunications student from Ghana. Could you help me with the steps or procedure involved in designing an operating for a four port Switch capable of handling a full-duplex trafic on the four ports simultaneosly at the speed of 10 Mb/s? Please provide me with calculations (if any) that will be involved.
