No Icons Or Start Menu, Task Manager Not Work

Hello,
I really need help with Windows XP. I'm not too great with computers so maybe I'm just being stupid. When I start up my PC, it gets to my desktop where there are none of my icons and the start menu at the bottom has gone. I get my normal background and the mouse pointer moves so i'm guessing it has not frozen. Pressing Ctrl+Alt+Delete does not do anything, no task manager pops up. The PC runs in safe mode using F8 method, but when I try a system restore from safe mode it says that it is turned off and cannot be turned on in safe mode, and that i need to run in normal mode and turn system restore on. However, I can't run normal mode because of the above problem.
Any help here would be very welcome.
