No start bar, desktop icons

Hello,
please help me asap

i was on bebo and my laptop froze and wouldnt do anything so i held down the button to switch it off wen i logged back on i had no desktop icons and no start bar so i did ' ctrl alt del' new task system restore
that worked but i cudnt open control panel so i kept trying to fix it and today i thought i had so tryed opening control panel except i hadnt and now i have no restore points left

please help
