Application failed to initiate properly

Hello,

I have a nearly new Dell Desktop using Vista.
I used the "return to factory image " but after deleting the PC will not reboot. It will not even allow the cursor to start so the only thing is anything accessible by using the Enter key.
I have tried all the remedies such as safe modes and repair & test modes but they all end up with the message:-
"regedit.exe-application error. The application failed to initiate properly (Oxc0000135)"
I am using a borrowed computer to do this plea for help as my Dell PC does not initiate at all!

I keep trying Dell help, they just give me a "Case No." then nothing more is heard from them. They are useless. I cannot use telephone enquiry for personal reasons.
Does anyone know the answer to my problem?
