Total system virus

Hello,
My moms toshiba has an "anti-spyware" issue. the issue being that the anti spyware has basically taken over my moms laptop, so that she cannot open anything, get rid of anything, or use the uninstals or system recovery wizard. how can i get her computer to do a system recovery in the boot up menus, if i can't do it on the main log in screen?
