Cannot get Computer to keep same state

Hello,
On my Laptop, I cannot get it to stay in the same state. My computer always changes the time back to april 2003 at like 4am in the morning. I also have that problem where it only shows background. So i opened up task manager, then I opened up system restore, and icons and start bar come up. Then i go to undo my last restore, but it wouldn't let me cuz i unplugged before it was done, cuz it was taking to long, and i had to unplug it so my parents could go to sleep. So i decide i'll jsut restore form a point, and all my restore points are gone.

I HAVE NO IDEA WHAT TO DO!!!
Except for maybe clearing the hard drive and reinstalling win xp but idk where i would get cd and code
